Just thought I would make a post on this silent graphic card.

It may be worth-while for poeple that want a dedicated graphics for more or less just running their monitor while providing that wee bit extra grunt.

Tempted myself as an "upgrade" from a 8600GT, especially with playing blu-rays- if it will help with decoding and smoother playback.

Theres also a passive 5750 out there [http://www.techpowerup.com/reviews/Powercolor/HD_5750_Go_Green], given the extra outlay you have to pay for these sorts of cards, if someone wants the grunt the 5750 would seemingly be the better option.
The Sapphire card is also DDR2 which is all in, a bit meh. Only reason I could see to go for it would be if it was relatively cheap and didnt have a big premium over an active cooled card (and you're on a tight budget), because performance won't be that hot, and you might be better off locating a faster passive card to get decent performance.
