Sapphire HD 7790 1024MB GDDR5 GPU Clock issues.

Greetings.
My current system is as follows

Cpu: AMD Piledriver FX-8 Eight Core 8350 Black Edition 4.00GHz (Socket AM3+)
Mobo: Asus Crosshair V Formula Z AMD 990FX (Socket AM3+) DDR3
Ram: Adata XPG Xtreme v1.0 16GB (2x8GB) DDR3 PC3-17100C10 2133MHz
PSU:Thermaltake Toughpower XT 1475W '80 Plus Gold'
Windows 8.1
GPU: Sapphire HD 7790 1024MB GDDR5

I've got a fresh install of windows 8.1 - fully updated, with the latest graphics drivers from sapphire - all freshly installed on a brand new unused hard drive.

The clock settings for my Gpu are meant to be 1000mhz for the gpu and 1500mhz for the memory clock, however when playing games my gpu clock speed never goes above 600mhz and causes my fps to plummet quite quickly when it really shouldnt.
I really don't know how I should go about fixing the issue or if its the card itself.

Any advice would help immensly.
 
I managed to find a temp fix for the issue but it was doing it in all games and I have the 14.4 drivers installed.

An I.T friend of mine instructed me how to use the Devcon.exe utility to restart all the drivers while in windows - that seemed to have solved the issue and now i get full use of my gpu in games. No more low fps - thanks for the advice though.

I was using that gpu-z program to log my gpu clock speeds and its how i first noticed it was the clock speed.
