Two new servers. One will be F&P plus the DC, the second server just Exchange 2007 (not a DC).
Can you transfer FMSO/AD roles away from an SBS 2003 server prior to dcpromo'ing it gracefully out of the AD?
Rough plan I have so far:

- Ensure SBS server is currently patched (Windows SP, Exchange SP etc)
- Add Server 1 to the SBS domain
- Run adprep to update the AD schema to Server 2008
- dcpromo Server 1 to become a DC
- Add Server 2 to the domain as a member server
- Run adprep to update the AD for Exchange 2007
- Install Exchange 2007
- Move mailboxes from SBS to Exchange 2007
- Move user data from SBS to Server 1
- Transfer FMSO/AD roles to Server 1
- dcpromo to retire SBS server
Anyone notice anything missing?
