Scam Call-Where from?

Just had one of those "This is a call from your internet provider" scam calls.

The number on the display is

"06216314023"

Web search for that number doesn't bring up any links.

So, where has this come from?

Is this something that can be reported to anybody?

Personally I feel that people trying out these scams should be treated the way the US treats Wire fraud.

Whoever, having devised or intending to devise any scheme or artifice to defraud, or for obtaining money or property by means of false or fraudulent pretenses, representations, or promises, transmits or causes to be transmitted by means of wire, radio, or television communication in interstate or foreign commerce, any writings, signs, signals, pictures, or sounds for the purpose of executing such scheme or artifice, shall be fined under this title or imprisoned not more than 20 years, or both. If the violation affects a financial institution, such person shall be fined not more than $1,000,000 or imprisoned not more than 30 years, or both.

With maximum sentences being applied!

+62 is Indonesia, probably a fake number though. I get them all the time from '0200' numbers which display as London but they're not.

An air horn applied to the speaking receptacle does the trick I believe.

Had two of these calls over the weekend. First one seemed to get confused when I asked him which internet provider he was calling from as there are two serving this property. Second one was one of those Indian Microsoft scammers who were kindly informing me that my PC was infected.
