are there are free programs just to make a scans to pdfs?

Scanitto does it, although its not "free" free. It will continue to work forever, but nags you to buy a license (much like winzip does).

found a nice little free one called "cute writer"....print anything to a pdf....

PrimoPDF

Free & using it now for almost a year. Basically print to PDF, in your case scan using usual program then print. Find that, to keep file size down, for text B&W scan at 300 DPI. Play around with brightness to improve quality.

If you're just after a pdf printer try:

pdfcreator/
