As others have said, it's a misleading headline. The group at Heriot-Watt are making 'optical black holes' with lasers, they're just using light to simulate some of the conditions around black holes. They're not actually making real black holes that can suck matter into them and gobble up the Earth, so no need to panic. 
These are nothing to do with the CERN-type mini black holes - those are (allegedly) very small but genuine black holes that are so short-lived, they don't have the chance to do any damage.
