Screen never seen from a ram upgrade

Installed another 4gb into a machine yesterday to make it 8gb, pc started up fine and got the windows 10 logo in the center then as soon as it disappeared and windows is supposed to come on I get this screen... guess the ram must be faulty but what would cause this, never came across this one - i did try changing the previously installed ram to the slots the new ones went and no issues, so all the slots are working

Nope and did unplug and replug the ram several times in different configurations - never touched the DVI cable either while doing all this, was running on the Intel HD graphics - every time was fine with the 2 x 2gb sticks i had and not the new 2 x 2gb sticks... was such a weird issue
