Screen Occasionally Flickers

I just bought a system from OCuk and every now and then the screen flickers for a second. This only happens every few hours or so but is noticeable. The whole screen just jumps for a second and then returns to normal. This problem occurs no matter what I am doing on it (playing games or surfing the web).

These are the specs of the custom built PC:
Intel Core i7-3770K 3.50GHz (Ivybridge) Socket LGA1155 Processor
(77W) - Retail
HIS HD 7950 3072MB GDDR5 PCI-Express Graphics Card
TeamGroup Elite 8GB (2x4GB) DDR3 PC3-12800C11 1600MHz
Dual Channel Kit (TED38GM1600HC11DC01)
MB-514-AS Asus P8Z77-V LX Intel Z77 (Socket 1155) DDR3 Motherboard

I am using the monitor that I used with my old PC and did not have this problem before. All the drivers are up to date.

Is the HDMI/DVI/VGA cable plugged in correctly? Looks like a slight disconnect of signal?

What version of Catalyst Control Centre are you running?

have you the correct drivers installed as it sounds like windows is readjusting the screen like when you change the resolution

I am running Catalyst version 13.1.

This may have something to do with a bigger problem. Sometimes when I initially start Windows, the screen doesn't fit the monitor and looks like it is in need of "overscan". However, this does not fix the issue as the sides fit the edges perfectly but just not the top or bottom. However, altering the resolution before reverting back to 1920x1080 fixes the issue.

I am using a cheap HDMI cable. I could also use a DVI-D cable. Might this solve the problem? Can you recommend a good cable?
