Hi i have been tinkering for a while and found a problem.
When my TV is plugged into my GTX970 (HDMI) and my Monitor is plugged in to the same card (DVI)...
For some reason my Monitor shows up as display '2' (and my TV always as display '1'), and when both plugged in together, my machine will only run games at 59hhz which causes big time screen tearing in every game.
If i disable 'Display 1' (which is my 2015 Samsung HDTV) through Nvidia Control Panel, suddenly all games work through my monitor at 60hz again and the screen tearing disappears.
I like both displays ready and working so i can flick between the 2, i noticed this is a Windows 8.1 64 Bit-only problem and it never did it when i had Windows 7 64-Bit.
It did this on my previous card also which was a GTX560ti also (since i have had Windows 8.1)
All Nvidia Drivers are up to date.
