Screen tearing/ghosting in Windows

Anyone else get this with basic theme in Windows 7? I'm trying to figure out if its an AMD or universal problem. I only noticed it recently, happens when dragging a window over another. Enabling Aero fixes it but I don't like Aero..

Just tested for you and I get the same. Must be because its not gpu accelerated.
