Screensaver won't activate (Vista 64)

Ok this has been driving me mad for a few days now, but several google searches have only given me clues, but no definitive solutions. Basically my computer will not activate the screensaver no matter how long I leave it, nor will it turn off the monitor as I've set it to do in power settings. The infuriating thing is that I've had this exact setup for over a year and this problem has only surfaced in the last few days and I can't for the life of me think what I've installed thats changed it, nothing afaik.

Google revealed that other people having this problem seemed to trace it back to using a wireless microsoft mouse and that a fix was published to windows update. However I have a wired mouse and my windows is totally up to date, even optional stuff. Nevertheless I thought I'd try it, I removed the mouse from my ps2 slot and plugged it into the usb port instead... and hey presto the screensaver worked again! Even the monitor turned off. Problem solved right? No!

24 hours later I hit the same brick wall. Nothing has changed since I changed the mouse port... just used the internet a bit and played a few games, but no major, or even minor system changes. I've just now changed ports again and it didnt work *sigh*

I'm never sure whats relevent to post in regards to hardware/software details but I have:

Windows Vista Home Premium 64 bit Edition (My first mistake, I know)
Microsoft Intellimouse Optical 1.1A USB

I'm can barely rememeber my specs for the computer... C2Duo 2.4ghz I think, If you think that information is vital I think I can look it up on OCUK order history.

The problem is fairly vital as my PC is in a somewhat public place and password protected (obviously) and if I should foolishly leave me PC unattended I want the screensaver to kick in and automatically log me off along with it.
