I don't think in windows you can set screen savers like that. It stops on any movement from your peripherals. An external program may do something though, but haven't ever used one.
Screensavers are old hat with modern monitors. Your screen should be powering down to save energy before you need to worry about potential burn-in problems.
In regards to the OP I don't know of any way to do this.
