Scripty people, can you help?

I'm looking for some help as I'm new to this.

I need to create a script that checks for the exclusivity of a file. If it finds it can open it exclusively and fully it then runs a batch file.

This script will then be added to windows task scheduler.

Any ideas on how to do this?
