Scroll bars in Excel 2003

I need to be able to view a cell with a lot of text in but not resize the cell. Can I add a scroll bar to the cell to allow the text to be read?

I know there is a scroll bar in the developer toolbar but as far as I can see this only allows you to scroll through a range of numbers/fields.

I don't know the answer to the scroll bar question, but is there text in the cells either side of cell in question? If so, don't know. If one side only, justify the text away from the other cell.
