hello,
Is there a way of making scrollbars apear on everypage of a website, just at the moment im using css and some of my pages have scroll bars and some dont so when the transition from one with to one with out the page apears to jump to the left?
 
That happens on every site with different amounts of content between pages. It may only be noticeable to you as you're frequently flicking between pages while developing, and paying attention to pixel positioning. I can say with fair confidence that the majority of users won't notice it.

You will need to be taking scrollbars into account when setting fixed widths for elements. This is why, for compatability with 800x600 resolutions, the maximum recommended width of a site is around 760px.

Having scrollbars when they're not needed could potentially be confusing for many users.
