Searching for boot record from ide..ok then hangs

Does anyone know how to fix this problem ive googled it and it doesn't really have a definitive answer..ive tried a new hard drive and the same thing..when i put in a xp setup cd and try install from fresh it comes up with this "Windows Xp was unable to format because this drive may be damaged.

Please check your SCSI devices to see if they are functioning correctly or if they have the correct driver

What motherboard are you using?

Have you tried a different IDE cable?
