Second hand iPad, no iCloud possible?

so what your saying is, if someone buys a second hand ipad for christmas (which is actually third hand) and the original buyer setup two accounts one for him, and one for his wife, the new owner is unable to use all of the ios features (which is why you are buying an i device in the first place).

No, the original hypothetical buyer would also need to create an account for his hypothetical mistress from the same iPad as he created the other two accounts.

After three new iCloud accounts are created on any Apple device (OS X or iOS) you cannot create a fourth. However, existing accounts can be used on said device.

Yes. But that doesn't stop them using iCloud at all. It just means they can't create an account using the iPad. They can use an existing account on the iPad or they can simply create an account elsewhere and then log into it on the iPad. The restriction stops the creation of new accounts on the device.
