Second Monitor Not Detected, Motherboard?

Hi guys, my first post here, recommended by a mate who thinks you lot can help :)

First off, I'm fairly sure this is either a mother board issue or PSU so sorry if i post this in the wrong place :/

I've had this problem on windows vista where to get both screens to work, I have to turn the second one off prior to startup and back on again once in windows, otherwise it isn't recognised by the pc. I've recently installed win 7 64bit pro and now theres no combination on/off or whatever that can get my system to recognise the second monitor. I've tried both monitors on a friends pc (slightly lower in spec) and they work fine. I've oddly had this same issue with two of my PC's now, where the only piece of hardware that has been in both is the screens (obviously) and the powerpack (1000w zalman zm1000) but i cant see how this could be the cause unless its about power to vga card, but the voltages all seem fine.
I've also tried a different card with no joy, tried flashing my bios, have all latest drivers etc, mucked about in nvidia contorl panel but nothing works...

Hope someone can shed some light on this, it's driving me nuts!

i7 920 2.66 processor
6gb (3x2gb) OCZ 1866mhz memory
Gainward GTX295
kingston 64gb solid state HD
Zalman ZM1000-HP 1000w PSU
2x LG Flatron 24inch 1080p 50,000/1 LCD Monitors
 
Lol, no worries, I know how often it can be something simple just overlooked but I can confirm I have at least tried all those things you mentioned. I'm currently using one of the monitors with the PC successfully, either work fine on their own (as well as fine together on someone else's pc!)

With the power pack, I have been wondering if there is a faulty rail somewhere not powering the card sufficiently as opposed to simply not being powerful enough. Unfortunately I don't have the right modular cabling to try one of the pci-e modular outputs so I cant really tell without getting another PSU.
