Secret EXE to limit bandwidth.

Is there a program which can limit all downloads to about 100kB/s ?

It needs to have a fairly undetectable exe that isn't obvious. Like "system_loader.exe" not "download_limiter.exe".

And also no trace of it in program files or a gui, or anything.

You could try changing the NetworkThrottlingIndex in the registry down to 1.
