Secure network in another network

I would like to setup a more secure network inside an existing network.

The networks will be sharing an internet connection. But i don't want them to see each other at all and have no access to each other. There are multiple computers in each and both have computers that will temporarily use the network service, so best not to configure each unit individually.

What is the easiest and cheapest way to set this up?
 
Get a router with VLAN support.

The simple port based VLANs that the Vigor routers (amongst others) support would be a simple option. Configure the router with two separate subnets and connect a switch for each network.
 
I was thinking a VLAN setup.

so theres no way one VLAN can see computers on the other VLAN but the internet is shared right?
