Securing a Workstation

I've been looking for a way to secure a workstation on the network but cant seem to find any.

In short theres a new pc being added to the house network which needs to be locked down - meaning no software install allowed, no acces to control panel etc.

I've tried using GPEdit.msc but that applies the policy system wide and not user based.

What exists out there for per-user configuration?
 
you can set some things through the admin tools and local security policy but probably not everything you need, If you set the user account status to restricted (start>run>control userpasswords2) that would stop them from doing anything depramental to the system
