Security help with Windows 7

I'm tearing my hair out here!!

Every time my dad uses the PC he ends up installing some random spyware or a search bar or two then I have to go and fix it.

How can I make it so he is unable to install anything? Or even go into any sort of settings?

Standard user account will help but it isn't fool proof. Set Google Chrome as his main browser. Remove Flash & Java, if installed, via Control Panel > Programs & Features.
