Is Segway actually a word?
Segway is the phonetic spelling of segue.
I know some people that use it as a noun, sort of "escape" or "evade, dodge".
"So I segwayed out of there"

In Arrested Development, whenever GOB rides up on his Segway, he always changes the subject of conversation for the characters he rides up to, which means his Segway always causes segues.
Technically I don't believe it is the phonetic spelling (at least with the IPA). Not that it really matters.
Well no, firstly you mean a verb and secondly they are saying they 'segued' out of there. It means to smoothly transition from one thing to another and is used in the same way a TV presenter will say he segued from one piece to another using clever rhetoric.
Strictly speaking it should only be used for going between TV/Film/Radio but it is a legitimate verb.

Phonetic spellings are just spellings of words in the way they are pronounced.
