Are these any better than air coolers for normal use or overclocking or are they just hyped up?

Generally theyre on a par or ever so slightly better than high end air coolers. As they are more complex there is the potential for more to go wrong. They do take up much less space, therefore they wont block ram/pci slots like some big air coolers can.
