Semi rounded corners in Photoshop rectangles

use the marquee tool to make a rectangle, then use the circular marquee to cut out a curve. hold down shift or control to add/remove from current selection.

hope that makes sense, prolly a cleverer way to do it but thats all i can think of
 
Can't you just use the rounded rectangle shape tool, and then apply it's mask to the layer you wish to rectangulate. :p

You can control the curvature of the corners with the 'feather' option at the top.
 
The way i do it might be the hard way but...

I'd create two layers, one with all four sides rounded and one just a plain rectangle.

Then using the eraser get rid of the corners you dont want leaving the other layer behind. :)
