semp 2300 or athlon 1900? (socket A)

Difficult to say, there is only a 17MHz difference and the Sempron has a faster fsb. IIRC the Sempron will be on a .13 process whereas the 1900+ is .18, so in terms of power consumption and overclocking the Sempron is probably better.

As said they have smaller manufacturing process and are basically Thoroughbred core with higher FSB (333Mhz IIRC). And they overclock very well too by simply swtiching FSB to 400Mhz.
