I use both Elements and PSP X2 and though I do prefer Elements its certainly not £40 better than Paint Shop.

Get it.
 
I would say lightroom is the best value tool and it's not a sky-high price for a GREAT piece of software. Otherwise elements is super.

Come to think of it, elements and lightroom is the best!!
 
Thanks for all the replys guys i have just downloaded gimp and it looks just the ticket for me :) , will also have a look at the lightroom beta and therapee

I'll fly the flag for Bibble. I really like it, having been a staunch RawTherapee user for some time. The performance of Bibble is just astonishing, I'm currently using the v5 beta 3 preview (having bought a v4 license they let you use v5 unrestricted until it launches).
