Serious Vista 64 Bit Issue

Basically no matter what I open or do it stops working apart from games :S. I cant update direct x as it whines about cabinet files and every download I get is corrupted when it comes to installing -.-

Really getting on my nerves, help!

The downloads always being corrupted can be caused by dodgy ram, run orthos or prime95 to see if its that.

been running orthos all night and had no errors -.- (ram and cpu tested)

odd thing is that steam and its game work flawlessly but a lot of windows utilities just die instantly or die after a minute or so.
