Hi.

We are with Homecall who are basically Tiscali, and I've got an odd issue. Other than the awful speeds (30kb/s :/) during peak hours, everything is okay, but why on earth, is steam not caught by that speed limit? Rapidshare, torrents, http downloads are caught; but steam plows away at 600kb/second while nothing else does.

Just interested as to why it happens.

I would guess you were either lucky or Tiscali's traffic management system is not set to recognise steam traffic so you get it at a real speed. Tiscali are one of the worst ISP's in the country and you would get much better speeds with one of the smaller ISP's like the entanet ones, Zen, Plusnet etc. It just depends what you want.
 
Sounds like they are traffic shaping certain ports or protocols, Nothing you can really do unless you have an endpoint off their network you can tunnel too, or are able to use different ports (But if they are matching protocols not ports, this wont work, and your back to needing a tunnel :P)
 
They shape HTTP but not steam? Isn't that defeating the point of shaping?

Are there any better ISPs which come with bundled calls (parents want that, disadvantage of being 16)? No LLU services are available here, neither is cable.

Torrents arn't important to me, but HTTP download speed is.
