I've made some recent hardware changes, i.e. CPU and MOBO...

Now before I installed these components, I formatted my HDD and re-installed Windows 7, but now, everytime I boot up windows, it gets to the splash screen, and then automatically restarts.. And it's pretty much a loop..

I can't go into safe mode as the same thing occurs..

Is this a hardware (hard drive disk) issue?

Possibly, but for all the time troubleshooting you could just put the kettle on and reinstall the PC. Windows 7 and drivers will take ~20mins

You could try startup repair from the DVD, this will take anywhere between 5 minutes to half an hour, probably won't help and will have eaten into time you could be using to do it properly ;)
 
I've not found a way - re-install needed everytime. You would be a fool to waste time, just re-install windows and be done with it.
 
You're (probably) changing chipsets, so it's hardly surprising. Reinstalling BEFORE making a change just gets you back to where you started from!
 
After changing hard-ware like that you should always do a clean install of the OS as
everyone else has said.

+6 ....oh I was first! Even with just a change from a dual-core to a quad core I've found this happens...same mobo even!
 
iv just went from a q9550 intel foxconn p45 chipset to an i52500k on a gigabyte z68 board and all i had to do was re-activate and install drivers, think i got lucky tbh
 
+7 u need to reinstall, but maybe change HDD mode to IDE (from ACHI) just to see if thats the cause, if you are reinstalling ensure u put it back to ACHI mode though
