Server 2003 Print Manager - Access for Clients?

Hi, out 2003 Server is running the Print Manager feature. What i'd like to do is allow certain users access to the full options within the print manager from their local machines.

Is it a snap-in type thing?

If so, can someone explain to me how I go about doing this?
