Server can't be accessed on network outside of home?

This is a strange issue I'm having at the moment. I have set up a media/file server with webmin and Plex and I'm trying to set it up so I can access it outside the home and it does work... kind of.

The issue is I can access the server through my mobile network (3G/HSPDA+ etc) and through the home network using a No-IP setup and the static IP but when I attempt to access it via my friends network and other access points I can't get through even when using No-IP.

So does anyone have any ideas to what it could be?
As always any help is greatly appreciated :)
 
i think this would be better in the networking sub forum.
but sounds like your getting blocked. have you considered something like Tungle to create virtual private networks instead of leaving it directly open?
it could be some of the ports are being blocked some were down the line.do you know

try setting your server to a dmz as a temp measure and then see if that works from a friends place.
i think Plex has some restictions on setting it up so its accessable from outside, i think it uses UDP ports which are most likely to be blocked on most networks.

I think you're right about a VPN being the best option as I don't think it's the router which the servers connected to but the routers which I use when I'm away from home so hopefully a VPN would get round these issues.

You shouldn't need a VPN, or no-ip even, to access a Plex server remotely for streaming remotely.

Check in the server admin web gui for Plex whether remote access is configured correctly, you may have to open one port on your router. Then if the Plex server and client devices are both signed in (so the server appears on your account on the Plex site) then the client should be able to pull the address information from there and everything should just work.
 
A few questions as I run very similar to you and mine works great
Have you forwarded port 10000 for webmin?
Have you forwarded port 32400 to your plex server?

Those 2 are the basics you need. the No-IP is great to get your traffic heading to your router but you need forwarding setting up once it gets to your router.

It's definitely configured correctly on the Plex side of things as I can get access on my phone when I'm out of the house

Yep, these are setup and working :)
You should use a VPN to access webmin. Don't expose it to the Internet.
Okay, which would be the best way/service to get it up and running? :)

Thanks for your help everyone, it's really odd as over mobile data it works fine but as soon as I use someones wifi it stops so I assume I must just be unlucky with everyones router blocking access to my server :(

This, very much this. Do you have any kit which has an option of being an OpenVPN server (eg. some NASes, some routers) as it's quite simple to then connect to that using an android phone for instance.

I'm not sure about the router as it's an Archer D5 and has no visable options for VPN settings but the server itself has OpenVPN settings in the webmin tools which could be of use but I'm not sure where to start setting them up. Luckily the server is only on when I turn it on at the moment via WOL so no-one should be able to access it without the WOL settings but I do need some sort of VPN setup in the future :)
