I dont think this is something that can be done with a check list..
I mean if you look in a windows log there are all sorts of errors and warnings, especially after a reboot (even if its a clean boot)... services starting too soon and complaining X Y or Z is not up and all sorts of non issue warning and errors
do you mean a check list to determine if the server is back up properly?
I know this is slightly off topic but SCOM or systems center essentials might be somthing to look at if for monitoring of MS servers etc and help in troubleshooting, as you can generate reports then link to sharepoint etc as well as help in diagnosing
