Server/Streamer Spec - Help

Hi, I'm looking to build a Server that can also stream live TV and CCTV around the house to other PC's.

Thing is I have no idea how much power it needs to do this.

I was thinking along the lines of an i3 system with say 8gb ram, a single SSD and 4 or 5 2TB hard drives. Then adding a dual TV card (with streaming software) and a separate capture card for CCTV that would also be streamed.

Would an i3 be up to this or would I be better going with an i5?

I think a lower end i5 would be better suited, like the 3330.
