service host local system (network restricted) using up CPU

New (refurb) Dell Inspiron 7437 running Win 8.1. Been having loads of problems so far with random reboots/mouse and keyboard trouble and a few others which I think I have sorted out now. Now I have a new issue though where svchost is using loads of CPU power causing the fan to spin up and get hot. See screenshots:

Also occasionally on restart it will find no bootable devices and I have to enter setup, exit without making changes and it normally then boots normally.

And then sometimes stuff like this happens..

Anyone help? :o or is it even worth trying to fix all these problems?


Edit : the cpu issue seems to be fixed now that I suffered two failed reboots and chrome can't open..

That dll error above is now popping up when I try open almost any program. Neither chrome nor the pre installed IE are working. Nor is the backup /recovery program. This is going downhill..
 
It wants windows installation/recovery media inserted to do that.

I managed to get windows updates done, and now chrome works (wtf?). Never in my life have I encountered a problem where windows updates actually fixed it but this has happened several times now with this laptop. Is this a theme with win8/win8.1 needing to be completely up to date on everything or experience crippling problems?

However now trying to update drivers from the dell website is seemingly impossible. It keeps wanting to open IE which just crashes as soon as it opens.

As of this morning I can't boot to login screen at all. Even get an error message when trying to factory restore :p looks like I'm going to be sending this back..
