setting a fixed clock on AMD?

So im trying to under volt me 7800XT, but no matter when i do in MSI afterburner or the AMD drivers the card just boost's to what ever it wants..

if i set 2400Mhz and run a bench or game the card just boost's to 2550Mhz.
in turn if i try to under volt it crash's because the core just dose what ever it wants.

is there a way to set a max core/boost clock?

hi buddy thanks for the reply, yes i used the AMD adrenaline software and also MSI after burner both gave the same results.
ill drop the power limit now and run a bench

so yes.. running fire strike @4k with a -10% power offset it still hits 2513mhz BUT it dropped the hot spot by 9c so this could be the answer to my problem.
in games when there is more load the clocks should drop..??

obviously im going to have to have a Friday night beer and game all night (testing)

Thanks guys. So I’ve done a little testing and as you say I set -60mv and -10%.
In games it still hits 1450 / 1500 but runs a lot cooler so I’m a happy bunny.
