Setting up a user account for a little girl?

So i have built a pc for my niece, using win7 32bit.

Basically I want a ADMINISTRATORS account for my sister/me with a password to be used normally with full access to every part of windows as per a normal fresh install.

***BUT***

I also want to add a second user account for my niece with a password(probably be her name) that is locked down so tight she cant possibly **** up the install.

I have never had to do this before, so if you could explain like you would to a complete first timer/dummy that would be great.

I want to be able to select the programs she can have access too, but deny her access to anything critical

Dont want her to be able to add/remove programs.

Access firewall control/anti virus.

hopefullt you get the idea.

Also if you could recommend any of these programs that protect young users from the perverts on the net/bring up warning screens? set alarms and bells off?

Hi stulid. Windows 7 has built in parental controls that will take care of application access clicky. There is another method using a group policy editor but it doesn't work on Home editions of Win 7. For controlling web access I have used K9 web protection since the days of Windows XP which is free and highly customisable.

its called kidrocket and its a kids internet browser.
if they launch it, they can only go to the sites in the browser like ceebeebies, disney etc...
they cannot go to any sites that are not in the browser.
i let my daughter on this from 6 and she used to love it

also win 7 there is loads of options to control the kids.
access to programs.
age limits for games.
time controls
etc...
