Setting up your own private email server?

You would have to buy the domain @blogs.co.uk from there it is easy enough to create the emails. Usually when you get a domain name they provide a server for webspace which you can use for your email server or you can use the domain with another host for this.

you just need to buy your domain

then get email hosting for it

cheap as chips and you can set up as many names @ yourdomain that you like and have complete control over them
 
If you're familiar with Gmail and comfortable using that you can purchase a domain, configure MX records as per their instructions and have Google Apps handle your domain email (for free).
 
The way i have my domain set up, is just point the emails to my google mail account, and i have set up google mail so i can send emails using either @googlemail.co.uk or @mydomain.co.uk

No need to pay for any hosting services when simply buying a domain name and pointing it at gmail is simple enough.

You go to a registrar. Who to use depends what you want to do with your email, for instance if you want to pay extra and have them host it that's something you need to factor in. Alternatively most will provide proper DNS control, so you can have someone else handle the email, like Google Apps as I suggested, or proper email forwarding, so you can have emails forwarded to different addresses as Dist suggested. Of the two companies I've used for domain registrations - 123-reg and Vidahost - I'd recommend Vidahost.
