Settle an argument: IDE controllers

Very stupid question, did not really want to post this but would like to settle an argument!

Are IDE hard disk controllers on the motherboard, on the hard disk, or both?

They're on the hard disk, technically. The bit on the motherboard or expansion card is the host adapter. IDE stands for On Drive Electronics. SATA drives are technically the same way.

Are you sure you don't mean Integrated so the acronym makes sense. Otherwise you are quite right.
