Does anyone know of a good, quiet modular small factor power supply that could fit in a Lian Li v354B case?

V354 is normal ATX PSU. So you've got a nice big choice. I have a Corsair HX620 which is 4 years old in there and I can't hear it over the HD5770. All depend on what its powering and your cost.

Is there much room left for a low profile after market cooler?

hopefully this should answer your question:

The V354 has plenty of room. I've got a TRUE120 in there. There is no need to look for low profile on the CPU.

If you're talking GPU then you can't fit a TT HR-03 on there as it too wide but something like a T-rad, VF3000 or AK-VC03 would easily fit.
