Share and Throttle 3G shared connection on laptop

Got a LAN this weekend and trying to get my ageing Draytek to use a USB dongle from Three, which works for about 5 mins then drops again, though the o2 dongle works fine, and the three dongle works fine on my laptop via their software.

So guessing the Draytek doesn't like it, anyway, I can share my internet connection from my laptop, but I want some way to limit what others can download through it, speed etc

Any suggestions?
