Sheilding a website from hackers?

So, I know of a site that is having probs, any free open source tools I can tell them about or is it the ISP who needs to take care of it?

Depends what they're doing.

Making changes to the site would be a code/security issue. Hitting the site offline would be a host/DDoS protection issue.

Cloudflare might provide some of the protection they're looking for: https://www.cloudflare.com/

More information is required. Are they under a denial of service attack?

If this site is being continually hacked and altered, then I can only suggest the following.

Update the software as running a site using outdated software is the easiest way to get hacked.
