Shift rotas - am I missing something here?

I have been given job of designing a new out of hours shift rota for another team

They need 24 hr coverage at weekends and 13 hours per day in week

I have been told I have 9 people who work 37.5 hrs per week and they need 4 on at a time

So, as I see it, I have a requirement for 113 hours coverage and 4 people needed so 452 man hrs per week

9 folks at 37.5 = 337.5 hrs available

have I got something wrong or is this not close to being possible?

4 folks on was to allow 1 on hol at any time as they need 3

I think they need 3 more people

I would clarify the requirements. 4 people in, out of hours? Or 4 in, during hours plus 1 person out of hours (with cover for AL)?

I've broken it to them that it can't be done. Working one out based on 3 at a time. See what happens from there
