Shinobi XL chasis fan constantly running & overclocking failed

Hi there. Had a system built by OC in August.

Sandy bridge E i7 3930K - 3.2

Few things happening and I need some advice before I bite the bullet and send it back...

1. BitFenix Shinobi XL - Chasis fan constantly running. In bios setup it say 'CHA_FAN1 192RPM' and a full red bar.

2. Recently on startup I have the message 'overclocking failed please enter setup'. When I do I and choose 'ASUS Optimal'. Once booted if I look in CPU-Z app, its says running at 3914.08 Mhz. Is this about right? I;m sure I've had 4.2...

3. If I choose to 'sleep' the system the fan keeps going and the system doesn't close, just hangs.

Any thoughts very welcome. O
 
Also I've noticed the XS PC cooling fluid id down to say 7 out of 10. I've ordered some to top it up, would this cause the fan to run constantly? I think there is air running around the system... thanks O:)
 
Just in case anyone has this issue I seem to have resolved it.

Ordered and filled the XS PC tank with their official fluid, the top up cleared all the air and fan back to normal. No more issues on startup either and sleep seems ok....

hmmmm. O:)
