OP you've got to do the right thing and either slap some sense into him or turn him in for it.

Hes creating a skid hazard for absolutely everyone on that road and for the sake of his petty vendetta against an entire population of people; chosen only by their mode of transport, he risks causing an accident where a potential death could occur.

If you don't, your just as responsible as he is for any accident that occurs as you currently have the power to put a preventative measure in place.

EDIT: In fact if hes already doing it, you've no choice to report it to ensure its taken care of.

Not really no, he knows his friends actions has the potential to cost lives & he has the power to stop it, but is falling to do so, it might as well be him throwing diesel on roundabouts & corners, he's complicit.
 
Absolutely do something about it. A biker hit me on a bend when he skidded on some diesel oil from a nearby house's oil tank.

Fortunately he missed the car but his bike and my car were written off. He could have easily been killed if if hit him.
