Is it possible to set the Bt Home Hub to respond to ICMP pings?

(I've done a quick Google and I'm not convinced it's possible hence I thought I'd ask you experts)

Yes, I'm not sure exactly how but you should be able to manaully define a rule in the firewall settings to permit ICMP to and from the WAN interface.

I know this is certainly an option in other routers, any reason you want this enabled? It's usually turned off by default. It'll be in the firewall configuration page.

My neighbour asked me to set up a Thinkbroadband Quality Monitor for him but this obviously requires his Home Hub to respond to incoming ICMP ping requests.

I went round yesterday afternoon and had a quick look but I couldn't see anything obvious in the router setup and the firewall configuration page simply allowed you to turn the firewall on or off with no other options.

There might not be a tick box saying "allow ICMP" but you certainly could add a firewall rule for it with a permit action. Source any, destination any, protocol ICMP, permit.
