Should a CPU fan spin all the time??

Mine seems to be stopping and starting when it feels like it. Here’s a pic as it is at the moment. Im not doing anything stressful and the fan isn’t running.

I don’t know if this is normal? I thought CPU fans ran all the time.

I found it less annoying if the fan runs slowly all the time. Changing the Fan Speed Control Mode to PWM sets this.

Some headers/controllers have difficulty reading fans on very low RPMs too so might not necessarily be completely stopped.

The DS4 has no trouble with this. The fan genuinely does stop when the processor is idle and control isn't set to PWM.
