That's VA type panel which has the way highest contrast of LCDs making it give best looking black/dark image in darkened room.
But at the cost of horizontal gamma shift known as "black crush" collapsing darkest shades to full black when viewed from straight angle...
And as rule very sluggish response times for darkest shades involving transitions, aka "black smear".
If room illumination is more normal, IPS would have no black crush and consistent response times in any modern panel.

As for that particular monitor, even if panel were IPS, it would be consuming nearly 32 inchers desk space to have tiny 24 inchers image height.
That budget would give 2560x1440 monitor with both IPS and VAs choises.
