Should i change platforms?

hey guys, i am having a problem with my pc and i don't know if its ram related, but here goes

My pc has been loading quite slow (1-2 minute boot times with an m.2 950 samsung pro ssd) and sometimes it stalls/freezes during boot and i have to do a manual reset.

Earlier in the day my ram was reading as triple channel and 12gb (when its actually quad channel and 16gb) i reseated this twice and it was fine but then stuff started loading really slowly during windows and boot times were long etc. tried a second set of ram that i had lying around and same problem.

I pressed the mem ok button on my mobo, the first time it booted ok but then the second time it restarted 3 times and showed as 8gb 1600mhz.

Is this a problem with my cpu? maybe a faulty memory controller. any help will be appreciated

i have been having this problems for a while now (4 - 6 months) changed operating system, hard drives, ram, motherboard and that didnt fix it. only thing left is the CPU but paying £450 for another cpu im just seriously contemplating selling my mobo and ram and jumping ship to a skylake build since i only game with 2 way sli, atleast i will have some piece of mind and wont need to touch it for another 3-4 years
 
No friends or relatives with an x99 setup so you could test the CPU? As you've tried various other new parts it looks possible that the CPU could be at fault. And if so is it still under warranty?
 
Think I've read on here of issues similar to this with X99 before, around the heatsink being too tight? maybe try a small (very small) amount of loosening the heatsink?
 
Well it wasn't the cpu as i tried a different one and same problem, sometimes it boots with the q code 40 (memory initialisation has started).
