Should I stay or should I go?

To start with, a little about my current situation.

I earn roughly the national average salary, but I'm in a role that doesn't challenge me and I don't find particularly exciting. At present there appears to be close to zero chance of career progression. However, the job does come with a very nice defined benefit pension and has excellent job security.

What would you do in this situation - continue plodding along, taking all training opportunities that come available and hope the progression situation changes or actively look for a new position with better pay and advancement prospects, but without the same level of security and pension plan?
 
Thanks for the advice. The general theme seems to be stay put, work on development and actively look for a better role with the same benefits.

For info, I'm in my 40s, married a few years and kids are all but grown up. Been in the job 10 years and had one promotion 6 years ago.
